SEC. 6. And be it enacted, That in the open-
ing and deepening of said channel or canal,
the erection of wharves, dams, causeways,
dikes, buildings, vessels or machines, or for

shall have power to negotiate loans upon its
bonds, secured by mortgage or deed of trust of
any portion or all of its property, said bonds
to bear legal interest, payable semi-annually
thereon, but nothing herein contained shall
be construed to grant banking privileges to

SEC. 7. And be it enacted, That the channel
or canal made under the provisions of this act,
is hereby declared a public highway, and the
said company shall have power to impose
such reasonable tolls and charges for the car-
riage of passengers, produce or merchandise,

and upon all boats, lighters or vessels, their
owners or agents, engaged therein, and naviga-
ting said channel; said tolls and charges, to be
a lien upon such boat, lighter or vessel, and
enforced summarily by distress or recovered
as other debts before a Justice of the Peace or
the Circuit Court having jurisdiction in the
amount claimed in addition to other legal
remedies.

SEC. 8. And be it enacted, That in considera-
tion of the drainage and improvements of the
lands lying along the course of said channel
or canal, the State of Maryland does hereby
relinquish and donate in fee to the said Po-
