governmental budget without revision and when passed by

the legislature shall becoae the law, without signature.

So, that has been a godsend on more than one

occasion because some governors -- and I'm hot talking
|

|
about Maryland, now -- but, over the years, some governor
|

have ruthlessly cut the budget by various means, one, by
