lawyer, but I suspect that many of those would be thrown

out or there would be different interpretations.

The second one, and there is some danger in

this, the second purpose could be to take something out

of that that we don't like. Now, the only trouble about

that is that not everybody likes the same thing. Some

occasion because some governors -- and I'm hot talking

20

about Maryland, now -- but, over the years, some governor

21

have ruthlessly cut the budget by various means, one, by
