shall, thereupon, choose one of their number as presiding
officer and he shall act as the executive officer of the said
Commissioners and as Mayor of the town of Highland
Beach. The said Commissioners shall also choose, not nec-
essarily from the members thereof, a secretary and treas-
urer who shall continue in office during the term for which
said Commissioners are elected, unless sooner removed for
cause by said Commissioners, and the said Commissioners
shall require from the said treasurer a bond, in penalty to
be fixed by them, conditioned to the faithful discharge of
his duties as such. In case of the absence of the presiding
officer from any meeting of said Commissioners they may
choose from among their number a president pro tempore,
who shall preside at such meeting. The treasurer shall in
no case pay out any money except upon the written order
of the Mayor or executive officer of the corporation, coun-
tersigned by the secretary; and every officer of the corpora-
tion shall promptly upon the termination of his office turn
over to his successor all property or money pertaining to
his office upon the demand of such successor. All records
shall be public and open to inspection at reasonable hours
by any citizen of Highland Beach. In case of removal for
cause of any officer, the Commissioners may appoint a suc-
cessor to act during the pleasure of the Commissioners or
until the election and qualification of a successor. All
moneys in the hands of the treasurer shall be applied to
the payments of orders drawn by the Mayor, in the order
in which they are drawn, if seasonably presented by the
legal holders thereof for payment; but corporation orders
duly executed shall be receivable for corporation taxes
which may be payable by the legal holder thereof.

Section 31A. And be it enacted, That all proposals for
amendments of this Charter shall be only by a petition
signed by at least fifty per cent of the owners of real estate
in Highland Beach and presented to the Commissioners
thereof; and that a special election for the adoption or re-
jection of said proposal shall be called by the Commis-
sioners after giving thirty days notice thereof to the owners
of real estate; and said proposal shall be adopted if two-
thirds of the legal voters of the town of Highland Beach
vote in favor of said proposal or petition.

Section 32A. And be it enacted, That any proposal for
the incorporating of Highland Beach with any surround-
ing town shall be only by petition signed by at least fifty
per cent of the owners of real estate in Highland Beach
