CHAPTER 119.

AN ACT to repeal and re-enact, with amendments, Section
3 of Chapter 213 of the Acts of the General Assembly
of Maryland of the year 1922, title "An Act to Incorpo-
rate the Town of Highland Beach in Anne Arundel
County, " and to add two new sections to the Charter of
the Town of Highland Beach as incorporated by said
Chapter 213, said section to be known as Sections 31A
and 32A, following immediately after Section 30, to
change the qualifications of voters and to provide for the
method of proposing amendments to the Charter of the
Town of Highland Beach and for the method of proposing
the incorporating of Highland Beach with any surround-
ing town.

SECTION 1. Be it enacted by the General Assembly of
Maryland, That Section 3 of Chapter 213 of the Acts of the
General Assembly of Maryland of the year 1922, title "An
Act to Incorporate the Town of Highland "Beach in Anne
Arundel County, " be and it is hereby repealed and re-
enacted, with amendments, and that Sections 31A and 32A
be added to said Charter following immediately after Sec-
lion 30, to read as follows:

Section 3. And be it enacted, That the legal voters of
Highland Beach shall be the owners of real estate situated
within the corporate limits of Highland Beach, said real
estate to have a value of not less than Two Hundred Dol-
lars ($200. 00) for each person qualifying as a legal voter,
and each voter must further be not less than twenty-one
years of age. They shall elect by ballot the last Saturday
in July of each year, commencing the last Saturday in
July, of the year 1923, Commissioners of the said town
of Highland Beach. And until the last Saturday of July,
1923, Dr. Milton A. Francis, Osburn T. Taylor, Edwin B.
Henderson, Haley G. Douglass and Eula Rose Grey shall
be, and they are hereby constituted Commissioners of the
said town of Highland Beach. That any three of said Com-
missioners shall constitute a quorum for the transaction of
business. The said Commissioners shall meet on the first
Saturday in August of each year from and after the year
1923 and take the oath of office to support and maintain
the Constitution and laws of the United States and the
State of Maryland, and to perform the duties of their offices
as Commissioners of Highland Beach, to the best of their
ability, without fear, favor, affection or partiality. They
