cupancy, location and maintenance"of buildings or structures,
including gasoline and oil storage tanks, erected or to be
erected in said County; outside the City of Annapolis, and in
furtherance of this authority to make all necessary regulations
incidental to the issuing of building permits by the County
Commissioners; provided, however, that nothing contained
herein shall entitle said County Commissioners to pass any
regulations which may be in conflict with a State law. This
power and authority is hereby declared to be remedial, and
such regulations shall be construed to secure the beneficial
interests and purposes thereof, which are public safety, health
and welfare, through structural strength and stability, ade-
quate light and ventilation, and safety to life and property
from fire and other hazards incident to the construction, alter-
ation, repair, removal, demolition, use and location of buildings
or structures, including gasoline and oil storage tanks.

175A. The County Commissioners are hereby empowered
and authorized to appoint a Building Inspector whose duty
it shall be to see that its regulations are adhered to, and that
permits are issued in accordance with said regulations. The
salary of such Building Inspector shall be fixed by the County
Commissioners and such Building Inspector shall not, at the
time of his appointment or during his term of office, be directly
or indirectly engaged in the business of contractor or builder.
Said Building Inspector shall be a resident and property own-
er of Anne Arundel County and shall be required to furnish a
Surety Bond to the County Commissioners in the sum of Two
Thousand Dollars ($2, 000).

175B. The County Commissioners shall pass upon all appli-
cations, and when approved, will be turned over to the Build-
ing Inspector as provided for above, to see that all rules and
regulations pertaining thereto are complied with by the appli-
cant. Where the Building Inspector finds that such rules and
regulations are being violated, he will report the matter with
full particulars to the County Commissioners for appropriate
action.

175C. The County Commissioners shall keep a minute book
or books setting forth such building regulations passed by it,
which shall be legal and binding upon the applicants for build-
ing permits. Copies of such regulations as may be passed
from time to time will be furnished by the County Commission-
ers to the Building Inspector and to applicants for permits.

175D. The applicants for such building permits are to pay
to the County Commissioners of said County according to the
following scale of fees: On buildings or structures to cost be-
