SEC. 10. And be it further enacted, That the County Com-
missioners are further authorized, directed and empowered to
maintain in the Town of Upper Marlboro, Prince George's
County, an office for the Superintendent of the Prince George's
County Police and for a storage of all records and equipment
necessary for the conduct of the police, said office to be known
as and designated as "Headquarters of the Prince George's
County Police", and at which headquarters a member or repre-
sentative of the Prince George's County Police shall be on
duty at all times, and to maintain a sub-station, at which a
member or representative of the said police shall likewise be
on duty at all times, in such building as the County Commis-
sioners may designate, said sub-station to be located in the
upper portion of said County. The County Commissioners
are authorized, directed and empowered to spend such sums
as may be necessary for the maintenance and equipment of
said headquarters and sub-station.

SEC. 11. And T)e it further enacted, That at the headquar-
ters and at the sub-station above mentioned there shall be kept
a police record or "blotter" in a form to be prescribed by the
Police Commissioners, upon which '"blotter" there shall be
entered by the Desk Clerk or by the Police Officer making the
arrest a record of each arrest, made as soon as possible there-
after, and in all cases before the Officer making the arrest shall
go off duty. Such record shall contain, among other things,
the name of the person arrested, the charges brought against
him or her, the Justice of the Peace before whom the arrested
person was taken, and the immediate disposition of the ar-
rested person, whether released on bail or collateral or held
in jail, and if released on bail, the name of the bondsman and
the amount of the bond, and if released on collateral, the
amount of collateral deposited, and the name of the officer
making the arrest and the essential facts in each case. Each
of the members of the Police Force shall keep records of arrests
and investigations made by Mm in notebooks to be furnished
by the Police Commissioners upon forms to be determined by
them, such records to be made as soon as possible after each
arrest, or investigation, such notebooks to be carried at all
times by the members of the Police Force while on duty and
to be subject to inspection at all times by the Police Commis-
sioners and to be filed with the Police Commissioners whenever
they have been filled up by the officers carrying them. The
Police Commissioners are authorized to prescribe from time
to time the keeping of such additional records as they may
think necessary, and they shall maintain identification records
for the detection of criminals, for the keeping of all of said
records, the County Commissioners are authorized and directed
