to provide adequate space in some building used for County-
purposes.

SEC. 12. And be it further enacted, That the County Com-
missioners shall create and set apart a fund to be known and
designated as ''The Police Fund", and the County Commis-
sioners are authorized, empowered and directed to levy each
and every year such sum or sums as may be necessary to carry
out the purpose and intent of this Act. Into this fund shall be
transferred, upon the going into effect of this Act, all funds
heretofore levied and collected, or which might hereafter be
collected under the provisions of any previous Act establishing
a Police Fund.

SEC. 13. And he it further enacted, That all tines, penalties
and forfeitures of every kind, character and description for
any and all offenses imposed by any justice of the peace, the
police justice, or any judge of the Circuit Court for Prince
George's County, and collected by anyone authorized to collect
the same, shall within thirty days from the date of their collec-
tion, be paid over to the County Commissioners for the use of
the police fund, and said County Commissioners are hereby
authorized, empowered and directed to expend for the mainte-
nance and upkeep of said police force, and the salaries and
expenses incurred thereby, any sum or sums of money neces-
sary to better govern and police the county; provided, however,
that the payment over of the fines, penalties and forfeitures to
the County Commissioners as herein provided, shall have no
reference to, nor shall it apply to, either the provisions of Sec-
tion 4 of Article 38, title "Fines and Forfeitures", nor to Sec-
tion 178 of Article 56, title "Licenses", sub-title "Disposition of
Fines and other Receipts", nor to any other section or sections
of the Motor Vehicle Law of the State of Maryland wherein
said fines or forfeitures are directed to be paid over to the
Commissioner of Motor Vehicles; nor to any fines, penalties or
forfeitures directed by Article 99, title "Wild Fowl—Birds and
Game", where said fines, penalties or forfeitures otherwise di-
rected to be paid under Article 19A, title "Conservation of
Natural Resources", nor to any fines, penalties or forfeitures
directed to be paid under the provisions of Article 39, title
"Fish and Fisheries", as contained in the Annotated Code of
the Public General Laws of Maryland; nor to any ordinance
of any incorporated town in Prince George's County.

SEC. 14. And be it further enacted., That in case it shall be

necessary for the preservation of the public peace and safety

in Prince George's County the Police Commissioners hereby

appointed are authorized and directed immediately upon their
