SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Sections 178, 179, 180, 181, 185, 186, 187, 188,
193, 201, 202, 209, 210, 216' and 217 of Article 6 of the Code
of Public Local Laws of Maryland (1930 Edition), title
"Caroline County", sub-title "Federalsburg", be and they are
hereby repealed and that 17 new sections to be known as
Sections 178, 179, 180, 181, 185, 186, 187, 188, 193, 201, 202,
209, 210, 212A, 214A, 216 and 217 be enacted in lieu thereof,
all to read as follows:

178. The inhabitants of the town of Federalsburg, in
Caroline County, Maryland, are hereby constituted a body
corporate under the name and title of the "Mayor and Coun-
cil of Federalsburg", and by that name shall have perpetual
succession, sue and be sued, have and use a common seal
which may be altered at pleasure, and shall have all of the
powers incident to or that may attach to a municipal cor-
poration, and shall have and possess all the rights, powers,
property and duties vested in and devolving upon the Com-
missioners of Federalsburg, except as the same may be
changed by this sub-title. The said Mayor and Council of
Federalsburg shall have the right to acquire property by
gift, purchase, condemnation, or otherwise, and to dispose
of the same by ordinance and legal conveyance. The Mayor
and Council of Federalsburg shall consist of four members
and the Mayor.

179. The limits of the town of Federalsburg, shall be as
they have been or may hereafter be fixed from time to time,
by Ordinance of the Mayor and Council, provided that the
entire area of said town shall not exceed eleven hundred
acres; and provided further that a majority (in assessed
value) of the property owners in any section to be taken into
the town limits shall first consent thereto; and such additions
and changes in the town limits shall be promptly surveyed,
platted and recorded among the Land Records of Caroline
County Maryland.

180. The government, corporate authority, rights, powers
and privileges of the said town shall be vested in and exer-
cised by a Mayor and four Councilmen who shall be elected
as hereinafter provided, who shall be qualified voters of the
town of Federalsburg for at least three years next preceding
their election, and their term shall be as hereinafter provided
or until their successors are elected and qualified.

181. (a) On the fourth Monday in April, 1947, an elec-
tion shall be held between the hours of 1 and 6 P. M. under
