no petroleum products shall be sold or offered for sale
at any entrance to, or exit from, any land so acquired
or at any entrance to, or exit from, any structure erected
thereon, when any entrance to, or exit from, any such
land or structure faces a street or highway which is
more than 25 feet wide from curb to curb; to authorize
the Mayor and City Council of Baltimore to create an
agency thereof and confer upon such agency full power to
administer and supervise the proceeds derived from the
sale of the certificates of indebtedness and the expendi-
ture and disposition thereof and to employ such offi-
cials, agents and employees as may be necessary in con-
nection therewith; providing that no part of the pro-
ceeds of the certificates of indebtedness shall be spent
except upon the written recommendation of the agency
to be created by said municipality and until after the
Mayor and City Council of Baltimore, with the approval
of the Board of Estimates, shall have entered into a
contract for the sale, lease, rental or other disposition
of the land or property acquired or to be acquired, or
improved or to be improved, at a price, charge or rental
sufficient in amount to at least fully reimburse the Mayor
and City Council of Baltimore for all expenditures of
money made by it in connection with the particular
land or property inyolved and all improvements made
thereto, and for all interest charges paid or to be paid
by said municipality on all funds borrowed by it and
expended in connection with the particular land or
property involved and all improvements made thereto,
and for all estimated real estate taxes that the Mayor
and City Council of Baltimore will lose as a result of
it acquiring any land or property involved in a partic-
ular transaction; and to authorize said municipality to
submit an ordinance or ordinances for said purpose to
the voters of Baltimore City.

SECTION 1. Be it enacted by the General Assembly of Maryland,
That the Mayor and City Council of Baltimore be and it
is hereby authorized to issue the certificates of indebted-
ness of said corporation to an amount not exceeding five
million dollars ($5,000,000.00), the said certificates of in-
debtedness to be issued from time to time and for such
amounts, and payable at such periods, and to bear such
rate or rates of interest, all as the Mayor and City Council
of Baltimore shall by ordinance or ordinances from time
to time provide; but said certificates of indebtedness shall
not be issued in whole or in part unless an ordinance or
ordinances of the Mayor and City Council of Baltimore
providing for the issuance thereof shall be submitted to
