the legal voters of Baltimore City at such time and place
as may be fixed by said ordinance or ordinances and be
approved by a majority of the votes cast at such time and
place as required by Section 7 of Article 11 of the Consti-
tution of Maryland; and the Mayor and City Council of
Baltimore, in submitting any ordinance or ordinances for
the issuance of said certificates of indebtedness to the legal
voters of Baltimore City, may submit and resubmit the
same at any municipal election as well as at any general
election to be held in Baltimore City.

SEC. 2. And be it further enacted, That the proceeds
of said certificates of indebtedness hereby authorized to
be issued, not exceeding the par value thereof, shall be
used for the acquisition, by purchase, condemnation or
any other legal means, of land or property, or any rights
therein, in the City of Baltimore, and for establishing,
constructing, erecting, altering, expanding, enlarging, im-
proving and equipping buildings, structures and other fa-
cilities on, under or in said land or property, or on, under
or in any land or property that is now or hereafter may
be owned or controlled by the Mayor and City Council
of Baltimore, for storing, parking and servicing self-pro-
pelled vehicles; no petroleum products shall be sold or
offered for sale at any entrance to, or exit from, any land
so acquired or at any entrance to, or exit from, any struc-
ture erected thereon, when any entrance to, or exit from,
any such land or structure faces a street or highway which
is more than 25 feet wide from curb to curb; all of said
land, property or improvements to be developed, improved,
held or disposed of as provided by law.

SEC. 3. And be it further enacted, That before the issu-
ance of said certificates of indebtedness, or any part there-
of, the Mayor and City Council of Baltimore, by ordinance,
shall create a board, body, commission or other agency of
the Mayor and City Council of Baltimore and confer upon
such agency full power to administer and supervise the
proceeds derived from the sale of the certificates of in-
debtedness and the expenditure and disposition thereof,
and to employ such officials, agents and employees as may
be necessary in connection therewith, and such agency
shall exercise the power and authority conferred upon it
consistent with the Charter of the Mayor and City Council
of Baltimore as it is now constituted or as it hereafter
may be amended.

SEC. 4. And be it further enacted, That no part of the
proceeds of the certificates of indebtedness hereby author-
