Attorney for Talbot County to appoint a clerk or secre-
tary and providing for the compensation of said clerk
or secretary.

SECTION 1. Be it enacted by the General Assembly of Maryland,
That Section 509 of Article 21 of the Code of Public Local
Laws (1930 Edition), title "Talbot County", sub-title
"State's Attorney", be and it is hereby repealed and that
a new Section 509 be enacted in lieu thereof, to read as
follows:

509. The State's Attorney for Talbot County is hereby
authorized and empowered to appoint a Clerk or Secretary
who shall perform such clerical and other work as said
State's Attorney shall direct. The clerk or secretary so
appointed by the State's Attorney shall receive a com-
pensation of $100 per month which shall be paid by the
County Commissioners of Talbot County.

SEC. 2. And be it further enacted, That this Act is
hereby declared to be an emergency measure and necessary
for the immediate preservation of the public health and
safety and having been passed by a yea and nay vote,
supported by three-fifths of all the members elected to
each of the two Houses of the General Assembly, the same
shall take effect from the date of its passage.

CHAPTER 161.
(Senate Bill 137)

AN ACT to authorize the Mayor and City Council of Bal-
timore to issue certificates of indebtedness of said cor-
poration to an amount not exceeding Five Million Dol-
lars ($5,000,000.00), the proceeds of the same to be
used for the acquisition, by purchase, condemnation or
any other legal means, of land or property, or any
rights therein, in the City of Baltimore, and for estab-
lishing, constructing, erecting, altering, expanding, en-
larging, improving and equipping buildings, structures
and other facilities on, under or in said land or prop-
erty, or on, under or in any land or property that is
now or hereafter may be owned or controlled by the
Mayor and City Council of Baltimore, for storing, park-
ing and servicing self-propelled vehicles, provided that
