County", sub-title "County Commissioners", said new sec-
tion to be known as Section 42, to follow immediately after
Section 41 of said Article, authorizing the County Commis-
sioners of Carroll County to levy a sum of money and pay
the same to the Carroll County Children's Aid Society.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That a new section be and it is hereby added to Article
8 of the Code of Public Local Laws of Maryland (1930 Edi-
tion), title ''Carroll County", sub-title "County Commis-
sioners", said new section to be known as Section 42, to follow
immediately after Section 41 of said Article, and to read as
follows:
42. The County Commissioners of Carroll County are au-
thorized to levy annually and collect from the assessable
property in Carroll County, as other taxes are levied and
collected, a sum not to exceed 1c per $100. 00 of the value of
such property, which sum of money the said County Commis-
sioners shall pay to the Carroll County Children's Aid
Society.
SEC. 2. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the imme-
diate preservation of the public health and safety and having
been passed by a yea and nay vote, supported by three-fifths
of all members elected to each of the two Houses of the
General Assembly of Maryland, the same shall take effect
from the date of its passage.

AN ACT to repeal and re-enact, with amendments, Section
4511/2 of Article 10 of the Code of Public Local Laws of
Maryland (1930 Edition), title "Dorchester County", sub-
title "Roads", as said section was enacted by Chapter 557
of the Acts of 1947, providing that the County Treasurer
of Dorchester County shall be the Treasurer to the County
Roads Board and relating to the compensation for said
services.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Section 45 1/2 of Article 10 of the Code of Public
Local Laws of Maryland (1930 Edition), title "Dorchester
