of a frontage of not exceeding 150 feet. The Commission may,
in its discretion, exercised in each individual case, grant or
withhold a further exemption of the land so owned and used
in respect of any frontage thereof in excess of 150 feet herein-
before provided for.

381M. The Commission shall be, and it is hereby authorized
to prescribe all needful rules and regulations for the adminis-
tration and enforcement of this sub-title.

SEC. 2. And be it further enacted, That the provisions
under this bill shall not take effect until the question has first
been submitted to the qualified voters of said contemplated
district and has been approved by a majority of the qualified
voters voting thereon. Said election shall take place within
90 days after the passage of this bill. And the Board of Elec-
tions Supervisors of Allegany County are hereby authorized
and empowered to determine the time, place or places, and
manner for the submission of any such question to the quali-
fied voters, and for voting thereon and for ascertaining the
results. In holding such election or elections, the general
election law of the State shall apply whenever applicable and
all costs of election shall be paid by the Commission if estab-
lished.

SEC. 3. And be it further enacted, That this Act is hereby
declared to be a Public Act, and may be used in evidence in
all Courts of this State without proof thereof.

SEC. 4. And be it further enacted, That all Acts and parts
of Acts inconsistent with any of the provisions of this Act
are hereby repealed.

SEC. 5. And be it further enacted, That if any part of this
Act shall be held unconstitutional or invalid or unenforcible
the same shall not affect the remaining part of this Act.

SEC. 6. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the imme-
diate preservation of the public health and safety and having
been passed upon by a yea and nay vote, supported by three-
fifths of all the members elected to each of the two Houses of
the General Assembly of Maryland, the same shall take effect
from the date of its passage.
