The powers granted in the above section are too
broad, roo general, and too closely approaching a
monopoly of the rights of the citizens of Baltimore
county; and the possibility of these powers being
used to the detriment of the progress and develop-
ment of Baltimore city, are the causes which lead to
my disapproval.

The Secretary of the Senate appeared and delivered
the following message:
House bill entitled an Act to repeal section 810, of
Article 4, of the Public Local Laws, title "City of
Baltimore," sub-title "Streets, Bridges and High-
ways," and to re-enact the same with amendments.
Endorsed: "Read the third time, and passed by
yeas and yeas, with proposed amendments:"
AMENDMENTS PROPOSED.
Amend by inserting after the word "re-enacted,"
in third line of section 1, the words "following, with
amendments."
