The powers granted in the above section are too
broad, roo general, and too closely approaching a
monopoly of the rights of the citizens of Baltimore
county; and the possibility of these powers being
used to the detriment of the progress and develop-
ment of Baltimore city, are the causes which lead to
my disapproval.

The question being put,
Shall the bill pass notwithstanding the objections of
the Executive ?
It was decided in the negative by yeas and nays, as
follows:
AFFIRMATIVE—None.
NEGATIVE—Messrs. Speaker, Combs, Garner,
Strong, Brashears, Donald son, Hutchins, Sapping-
ton, of Anne Arundel, Lane, Carrico, Maddox, Orrick,
Colo, Elliott, Hamilton, Jr., Monmonier, Schlaffer,
Wooters, Sterling, Meredith, Smith, of Dorchester,
Kirk, Beeks, Grove, of Cecil, Bowie, of Prince
George's, Hill. Wallen, Franklin, Wilkinson. Mc-
Sherry, Gaver, Grove, of Frederick. Bevard, Stearns
Deen, Thompson, Fitzgerald, Fox, Carter, Field,
Bowie, of Baltimore city, Gill, Sams, Carr, Cornth-
waite, Joyce, Garrett, Barber, Young, Hosken, Sr.,
Haines, Sellman, Berret, Tracey, Haslup, Ellegood,
Laws, Moore, Bittinger, Michaels—60.
So the veto was sustained.
The Secretary of the Senate appeared and delivered
the following message:
House bill entitled an Act to repeal section 810, of
Article 4, of the Public Local Laws, title "City of
Baltimore," sub-title "Streets, Bridges and High-
ways," and to re-enact the same with amendments.
Endorsed: "Read the third time, and passed by
yeas and yeas, with proposed amendments:"
AMENDMENTS PROPOSED.
Amend by inserting after the word "re-enacted,"
in third line of section 1, the words "following, with
amendments."
