SEC. 24. And be it enacted, That the mayor and


common council shall have power and authority,


and are hereby empowered to pave the sidewalks of


the streets in the said town of Union Bridge, and to


renew and repair and keep clean the said sidewalks


whenever, in their judgment, as the same may be


necessary,' and may assess and levy the cost thereof


as a tax upon the land fronting on the sidewalk


which shall be paved, renewed, repaired or cleaned,

so that each lot of land may be charged with the

walks, &c.

payment of the expense of paving the sidewalk or


renewing, repairing or cleaning the same immedia-


tely in front thereof, and upon the same side of the


street on which the said lot of land is situated, and


the said mayor and common council are hereby au-


thorized to collect the said expenses aforesaid, and


if the same is not paid within thirty days after the


work is completed, they may distrain therefor in the


same manner that county taxes are distrained for in


Carroll county.


SEC. 25. And be it enacted, That the mayor and


common council of the town of Union Bridge are

hereby authorized and empowered to open and es-


tablish new streets, lanes and alleys, and to straight-


en, widen and extend and close old streets, lanes and


alleys, and all damages done, suffered or incurred by


the opening, closing, straightening, widening, ox-


tending or improving of said streets, lanes or alleys,


if not agreed upon by said mayor and common


council and the persons interested therein, shall be


determined and assessed by three disinterested per-


sons, residents of said town, to be appointed by said


mayor and common council, and who shall, within


twenty days after notification of their appointment,


take an oath before a justice of the peace of Carroll


county, that they will faithfully, fairly and with-
out partiality or prejudice, value and assess the loss

or damage to be suffered or incurred by any person


or persons interested in the property over and


through which the said street, lane or alley is to be


opened, closed, extended, widened or improved, and


also to estimate the benefits that may accrue there-


from to any adjacent property, and that they shall,
within ten days after such valuation or assessment,


return the same, in writing, under their hands and
