hundred and sixty-nine, under the act of thirtieth of March, eighteen hundred and
sixty-eight, chapter four hundred and eleven, and to use so much of the said taxes
collected as may be necessary to pay all claims and adjust all indebtedness incurred
by the several local boards of supervisors for the repairs, building and re-building
of all roads and bridges which have been completed or contracted fur by the said
local boards of road supervisors acting under the act of eighteen hundred and sixty-
eight, chapter four hundred and eleven.
2. That the failure of said road supervisors to subscribe to the oath prescribed by
section six, article first, of the constitution, shall not be construed to prevent the
said road supervisors from performing all the acts and powers prescribed by this act,
which is hereby declared to be an enabling act, to legalize the acts of levying of taxes
by said road supervisors, as fully as if they had qualified at the time of performing
the duties according to section six, article one, of the constitution; provided, how-
ever, the said road supervisors shall not make any new contracts or incur any other
expenses for repairs of roads and bridges other than those existing on the first day
of March, eighteen hundred and seventy.
3. That after the said several boards of road supervisors of the several road districts
in said Baltimore county, shall have collected from the tax-payers the amount of
taxes which has been levied for road and bridge purposes, and shall have paid all
debts and obligations incurred for repairs and building of roads and bridges and
other expenses in the several road districts in said county, the balance of the money
or moneys remaining in their hands shall be paid over to the county commissioners
of Baltimore county, and the sum collected from each district, after paying the debts
of said district, shall bo expended by the county commissioners on the roads and
bridges of said district from which it was collected; provided, however, the local
board of supervisors of the first district, are specially authorized and empowered to
levy and collect the tax for keeping the roads and bridges in the said district in
repair, for the space of two years from the first day of March, eighteen hundred and
seventy, and to do all other acts end things, as provided for, in the original act pro-
viding for the repairs of roads and bridges in said district; provided, that no moneys
levied or collected by the county commissioners for road and bridge purposes from
the other districts in the county shall be expended in said first election district, for
roads and bridges, while said first district is exempted from the provisions of the
genera] road law passed at the January session of eighteen hundred and seventy.

4. That the said boards of road supervisors as above referred to in the first, second
and third sections of this act, are authorized to proceed to collect said taxes which
have been heretofore levied by the local boards of said road supervisors within sixty
days after the provisions of this act, shall have been published in the two news-
papers, published at Towsontown, in Baltimore county, by the collectors appointed
by the several local boards of road supervisors in the several districts of said county,
in the same manner as taxes are now collected in Baltimore county; and all the
expenses attending the collection of taxes, in the publication or publishing of this
act, shall be paid by the road supervisors out of the money collected by them from
taxes, and the county commissioners of Baltimore county are required to publish
this act, in the county paper of Baltimore county and by posting at least five hand-
bills in each election district of said county, and all expenses of publishing the same
shall bo paid out of the taxes collected by the road supervisors; provided, however,
that the local boards of the first and thirteenth districts, are authorized and empow-
ered to carry out and complete the avenue known as "Wilkins avenue" from its
present terminus across and beyond "Gwynn's falls, " to a point where the lines of
the lands owned by Lurman Cooper and Parker, intersect, as heretofore petitioned
for, condemned and determined to be opened by said boards of the first and thir-
teenth districts, acting as a joint board, and to follow the line of said avenue, as laid
