tion and repairs of public bridges, under the immediate con-
trol of the said County Commissioners, who shall have the right
to determine the amount of bond which he shall give, fix his-
salary payable monthly, and:, to remove such County Road
Superintendent fof incompetency, inaptitude, malfeasance or
misfeasance in office upon written charges, after an opertunity
to be heard has been given, not less than five days after the
service of notice to him of 'such charges. The term of such
County Road Superintendent shall be one year unless sooner
removed as herein provided. Any vacancy in the office of
County Road Superintendent shall the filled by appointment for
the unexpired term by the said County Commissioners within
one month after such vacancy, has occurred.
SEC. 342C. The County Commissioners of Washington
County may, by and with the advice of the Road Superintend-
ent adopt such system or systems for the care and repair of the
public highways; roads and bridges of the county as may be
found most suitable for the several sections of the county or the
special roads thereof, endeavoring as far as possible to make all
construction, repairs and grading according to some uniform
standard.
SEC. 342D. The County Road Superintendent shall inspect
the roads and bridges throughout the county and shall super-
intend the construction and repair thereof according to the uni-
form standard to be adopted by said County Commissioners as
hereinbefore provided. He shall have supervision of the oper-
ation, preservation and repair of road-making and road main-
taining machinery and equipment, and of the machinery, tools
and equipment for the quarrying and crushing of stone; he shall
submit to the said County Commissioners comprehensive plans
for the maintenance of the roads, and shall when requested by
said Commissioners, give instructions to the foremen, or other
persons in charge of such repairs as to the places most in need
of repairs, and the manner in which the work shall be per-
formed ; and shall assist the said County Commissioners in such
other manner as they may require; whenever work of construc-
tion and repair on bridges or roads is clone by contract, no pay-
ment called for by such contract shall be made until after the
Road Superintendent has endorsed his recommendations on the
bill therefor; and the Road Superintendent of Washington
County shall annually on or before the 15th day of May in each
year, make a written report to the said County Commissioners
covering the following points; an inventory of the road
machinery, tools and equipment of the county, the condition
