No. 111. A bill entitled an Act to incorporate the Borden
Mining Company, passed at December Session, 1846, chapter
318, for the period of thirty years.
No. 112. A bill entitled an Act to refund to Oliver P.
Sparks, of Talbot county, a certain sum of money erroneously
paid into the Treasury.
No. 155. A bill entitled an Act to repeal section 5 of
Article XCIII. of the Code of Public General Laws, relating
to testamentary law, and to re-enact the same with amend-
ment.
No. 156. A bill entitled an Act to repeal and re-enact sec-
tion 6 of Article VII. of the Code of Public General Laws,
entitled arbitration and award.

I respectfully return herewith, without my approval, Sen-
ate Bill No. 148, entitled an Act to authorize the County
Commissioners of Carroll county to levy for such sum of
money as may be requisite to furnish the office of tke Regis-
ter of Wills of said county, with the necessary record books,
stationery and fuel.
The bill authorizes and empowers the County Commission-
ers to levy, for the use of the office of the Register of Wills
of said county, such sum of money as may be requisite to fur-
nish said office with all necessary record books, stationery
and fuel; provided, &c.
Article III., section 45 of the Constitution, requires that
the compensation and office expenses of Clerks of Courts and
Registers of Wills "shall always be paid out of the fees or
receipts of the offices, respectively."
I cannot reconcile the proposed legislation to the clause of
the Constitution to which I have referred, and hence, return
the bill for your further consideration.

The Senate proceeded, as the Constitution provides, to re-
consider the bill entitled an Act to authorize the County Com-
missioners of Carroll county, to levy for such sum of money
as may be requisite to furnish the office of the Register of
Wills of said county, with the necessary record books, sta-
tionery and fuel, returned by the Governor with his objec-
tions.
