    Persons condemned to labour in another state, and
escaping to this, to be delivered up on demand,
    Punishment for burning or attempting to burn, any
military or naval stores, ship or vessel, belonging to
this state, the United States, or any one of them,
    An amendment to the constitution, prohibiting the
acceptance of titles of nobility, &c. ratified by this
state,
    Officers judicial and executive of the United States
exempted from militia duty,
—Same, as to members of congress, and their officers,
custom house officers, post officers, &c.
    The several banks in this state authorised to loan to
the United States any sum not exceeding one third of
the capital paid in,
