TOBACCO INSPECTION

INDEX TO THE LAWS.
Persons to be appointed by the governor and
council at the head of Elk, &c. to prevent violations,
and to seize tobacco, &c.
Permission given to export to Washington in Columbia,
and fines incurred to be released except the
part of the informer,
The justices of the levy courts directed
to meet and
determine on the places for inspection houses, the
number of inspectors necessary, and the days of attendance,
Washington, Frederick, Cæcil, Kent, Caroline,
Harford, Montgomery, and Allegany counties, excepted,
The said justices, when met, to recommend to
the governor and council three, or five persons, as inspectors,
qualified as therein directed,
The former directors, if nominated, may act
without a new commission,
Oath to be taken by the justices before
they vote for
a warehouse or inspectors,
Every justice to declare in writing his choice of
a warehouse, and the names of the inspectors, copies
of which shall be sent to the governor and council,
who shall appoint and commission two out of the five,
or one out of the three,
In case of death, resignation or removal, the governor
and council to fill the vacancies from the persons
recommended, if qualified,
Oath to be taken by inspectors,
Bonds to be given by them, as therein directed,
and to be recorded in the county courts,
The originals to be kept in the chancery office,
Manner of suing thereon,
The justices of the levy courts to
ascertain the salaries
of the inspectors as therein limited,
To be assessed on the counties, if the sums allowed
for inspection should not be sufficient,
Penalty on inspectors buying or receiving
tobacco by
barter, &c. or procuring it to be sold or consigned,
On persons erasing or altering any mark, &c.
set on any hogshead by an inspector,
On inspectors receiving, and on persons offering
any gratuity, &c.
On inspectors neglecting to attend,
Manner of uncasing, inspecting, weighing,
and
marking the tobacco,
Of determining when two inspectors cannot
agree,
Of inspecting tobacco, belonging to an inspector,
Provision made in case of one or more
of the inspectors
being prevented by sickness from attending,
The justices of the levy courts to
provide scales,
weights, &c.
Manner of trying the weights, &c.
Allowance to the standard keeper,
A special property in the scales, &c. vested in
the
inspectors,
Inspectors to account with the justices
on oath,
Notes to be delivered by inspectors
as therein directed,
How to be received on payment of contracts for
tobacco, &c.
The notes to express whether the tobacco is of
the first or second quality,
Directions as to receipts for tobacco of the second
quality,
to be a tender only in contracts for such
tobacco, |
