NEGROES & SLAVES

            INDEX TO THE LAWS.
 

    Every person convicted of feloniously taking and carrying
away any negro or other slave, or of being accessary
thereto, &c. to restore the slave stolen, or pay the
value, and to be confined in the penitentiary not more
than 12 years,
    Every commander of a vessel convicted of wilfully
importing into this state from any foreign country any
slave, and every person convicted of bringing into this
state by land or water any negro or mulatto from any
foreign country, with intent to dispose of such negro,
&c. within this state, as a slave, to be sentenced to
confinement in the penitentiary not less than 1 nor
more than 5 years,
    Any negro or mulatto slave convicted of any crime
herein mentioned, (not punishable by hanging,) may
be sentenced to corporal punishment, as therein limited,
and also to banishment by transportation and sale,
for the benefit of the state or county, with as full power
as the governor may exercise under the act of 1785, 
ch. 82,
—If perpetrated after the passage of this act, to be
punished by whipping or transportation, and the value
paid,
—The value to be paid in the manner hereinafter
directed,
    Not to deprive justices of the peace of any power
which they may now exercise by law relative to free
negroes and mulattoes, or negro and mulatto slaves,
    Where a slave is convicted and sentenced to death,
or the penitentiary, the court shall value such slave,
—Such value to be collected with the county assessment,
and paid to the owner,
—If any slave, &c. sentenced to confinement in the 
penitentiary, shall survive the time of confinement,
such slave to be sold at auction by order of the court,
or any two judges thereof, and the money applied to
the use of the county,
    But a servant not to be sold for a longer time than
shall remain unexpired of his servitude,
    If any negro or mulatto slave shall be declared to be
free by will or deed, after any given period of service,
or at any stipulated age, or upon the performance of 
any condition, or on the event of any contingency, the
person making the will or deed may determine the
state and condition of the issue born during the time of
service,
—If not so determined, the condition of the issue
to be that of a slave,
    Provisions as to deeds of manumission,

    See Manumission.
    No person shall sell any servant or slave who may be
entitled to freedom after a term of years, &c. to any
person who is not a bona fide resident of this state, and
who has not resided therein at least one year preceding
the sale,
—Penalty for any such sale,
    Punishment of slaves for putting quick lime in any
stream of water in Baltimore county to destroy the
fish,
    Directions to the court, judge or justice, before whom
any negro, &c. may be brought as a runaway,
    Cases of petitions for freedom in which the record
may be transmitted to another county for trial, &c.

    Declared lawful for citizens to hire, remove, or work
their slaves, in any adjoining county of any other state,
and to bring them back as often as the owners may
think proper, where the laws of the other state do not
