NEGROES & SLAVES

            INDEX TO THE LAWS.
 

Potomac, called Washington county, before congress
assumed the jurisdiction, empowered to bring them, or
their descendants, into Maryland, without entitling
them to freedom,
—A similar provision as to slaves hired or employed
in Washington county since congress assumed the
jurisdiction,
    Citizens of this state, or of Washington county in
Columbia, owning such slaves, empowered to remove
them to and from the said part of the district, without
entitling them to freedom,
—But not to authorise the removal of slaves from
the District, brought there from any other state,
    The provision extended to slaves that had been or
should be removed between the state and the District,
—Not to authorise the reversal of any case then depending
in the court of appeals,
    On sentence of death being passed on any slave or
servant, and commuted by the governor, the valuation
made by the court to be paid by the treasurer, on an
order from the governor,
    An act relating to runaway servants and slaves,
    Slaves may be hired by the Potomac Company from
this state, and employed in Virginia, without their being
entitled to freedom when brought back,
—But not to affect the rights of such as shall not be
brought back within twelve months after the completion
of such works,
    On application to the county court, setting forth that
any negro or mulatto bound to serve for a limited time,
has run away or departed from such service, the court
may adjudge him to serve for such term, after the expiration
of his time, as they may think reasonable, &c.
—But not to be sold or assigned out of this state,
    Punishment of slaves for fixing seins across certain
rivers in Dorchester county,
    Directions as to certificates of freedom to be given
to free negroes, and penalty on giving them to negroes
not entitled,
—As to sales of corn, &c. without license,
    The emigration of free negroes into this state prohibited,
    See Free Negroes.
    Punishment of slaves for erecting fish dams, &c, in
Monocacy, below the mouth of Pipe creek,
    Not lawful for negroes, &c. to keep any dog or
gun,
    Constables to repair once a month, or oftener, on
information of tumultuous meetings, to all suspected
places,
—Authorised and required to whip slaves not belonging
to the place, or having permission in writing
from their owners or overseers,
    Allowance for taking up runaways altered, &c.

    In all criminal prosecutions against any negro or
mulatto slave, or against any mulatto descended from
a white woman, or any negro or mulatto free or freed,
the testimony of any negro or mulatto slave, or of any
mulatto descended from a white woman, or of any negro 
or mulatto free or freed, may be received in evidence
for or against them,
    Punishment directed in Baltimore criminal court for
manslaughter by slaves,
    Every free negro, mulatto or slave, convicted of actually
raising insurrection or rebellions in this state, to
suffer death by hanging,
—Punishment for conspiring to raise such insurrection,
&c.
