for ordinary or retailers licenses, it shall be in their
discretion
to grant or refuse the same,

liquors in the counties therein mentioned, the duty of
the court of judge, or clerk, where no judge resides
in
the county, to examine the applicant on oath as to the
persons for whose use it is intended, &c.

No person to exercise the office of
a broker as therein
mentioned, without a license from the governor and
council,
The license to be for one year only,
The person to pay therefor to the treasurer $500,
