    The allowance to the sheriff for keeping prisoners
in gaol, &c. increased,
    The trustees of the Shrewsbury Academy incorporated,
&c.
    Provision made for the education of poor children,
    Commissioners of the school fund appointed,
    The act of 1807, ch. 71, to encourage the destruction 
of crows, repealed as it relates to Kent county,
    The acts of William Redding as a justice of the peace
confirmed,
    An additional assessment authorised for the support
of the poor,
    An act to regulate the manner of granting licenses to
retailers of spirituous liquors, and to prevent persons
dealing with free negroes after sun-set, in Kent county,

    Every person, his aiders, &c. convicted of kidnapping
and forcibly or fraudulently carrying, or causing
to be carried out of the state, any free person, or person
entitled to freedom at or after a certain age, &c. or
knowingly arresting such person with such intent, to
be confined in the penitentiary not less than 2 nor more
than 10 years,
    An act to prevent the unlawful exportation of negroes
and mulattoes, and to alter and amend the laws
concerning runaways,

    Murder perpetrated by any kind of deliberate and
premeditated killing deemed of the first degree,

when certificates are found erroneous by the examiner,
and the corrected certificate is not returned within the
time limited, the register may issue a land warrant to
the amount of the caution money, and the money paid
for improvements, as if the certificate had been vacated,

lands westward of Fort Cumberland,
    Certificates of surveys of land before made in Allegany
county not compounded on, and liable to proclamation,
declared to be vacated, &c. after the 1st day of
August 1805, unless paid on or secured by proclamation,
Liable to be affected as all other vacant land in
any quantity, without being bound by such surveys,
but not by warrants issued before the said 1st day of
August 1805,
    All the land included in any lot or lots westward of
Fort Cumberland, which was laid off into lots under
