Directions concerning the affirmation

Cases of petitions in which the record
may be removed
to another county for trial,
Any two or three may be appointed by
a justice of
the peace to assess damages in cases of trespass for
cutting
timber, &c. not exceeding fifty dollars,
Slaves to be admitted to give evidence
in all cases in
which a free negro or mulatto, or other person or colour,
free or freed, is charged with stealing goods or
receiving stolen goods,
Not lawful for any person except county
clerks, (or
registers of wills where the manumission is by will,)
to
grant certificates of freedom to any free negro,
Such certificates to be given by the clerks or register
of the county where the deed or will or a
copy of the will is recorded,
The clerks and registers enjoined
to grant certificates
when called upon, describing the height, age,
&c. the time of freedom, the place where raised,
marks,
&c.
A registry to be kept of such certificates,
Penalty on other persons giving such
certificates,
On clerks or registers knowingly giving certificates
to negroes not entitled to freedom,
Or to free negroes, except such as belong to or
were manumitted according to the laws of this state in
their respective counties,
Certificates not to be granted a second
time unless
the negro applying shall make oath, or prove otherwise
the loss of the former certificate,
The second certificate to describe the person as
prescribed in the first section of this act,
Negroes applying for certificates
to prove by testimony
satisfactory to the clerk or register, that they are
the same persons who were manumitted,
Negroes born free, and wishing to
leave the county,
may apply to the clerk for a certificate,
The clerk directed, on sufficient
evidence, to grant a
certificate setting forth the manner of their being entitled
to freedom, and describing them as herein before
prescribed,
Compensation to the clerks and registers,
Free negroes prohibited from selling
corn, &c. without
a certificate annually from a justice of the peace of
their being of good character,
A fine of five dollars for every offence, to be recovered
before a justice of the peace,
Persons purchasing from free negroes
contrary to
this act to be fined ten dollars,
Duty of justices, sheriffs and constables,
