FREE NEGROES

            INDEX TO THE LAWS.
 

    Free negroes or mulattoes prohibited from emigrating
to or settling in this state under the penalty of ten
dollars per week, after remaining two weeks,
—May committed to gaol on refusal to pay such
fine, or to give security for their departure within two
weeks,
—May be sold therefrom by the sheriff, on ten days
notice, for a term sufficient to pay the fine and costs,
—Penalty on persons hiring or employing them,
—Not to extend to those engaged in navigating any
vessel, or wagoners, or messengers in the employment
of non residents,
    This act to be given in charge to the grand jury,
    Any free negro or mulatto permitted to keep one dog
on annual license from a justice of the peace,
    If without license, the dogs going at large may be
killed,
    Free negroes or mulattoes going at large with any
gun or other offensive weapon, liable to be apprehended
and carried before a justice of the peace, and on conviction
to forfeit the gun and costs,
—Unless they have annual certificates from a justice
of the peace of their being orderly, &c.
    Free negroes or mulattoes found by constables at suspected
places, liable to be carried before a magistrate
and committed or recognized, &c.
    Allowance to constables,

    The children of lazy indolent free negroes may be
brought before the orphans courts, or in their recess,
before the trustees of the poor, or any two justices of
the peace, and bound out as apprentices according to
the act of 1793, ch. 45,
    In all criminal prosecutions against any negro or mulatto
slave, or any mulatto descended from a white woman,
or any negro or mulatto free or freed, the testimony
of any negro or mulatto slave, or of any mulatto
descended from a white woman, or of any negro or
mulatto free or freed, may be received in evidence for
or against them,
    Free negroes, &c. and white persons with them, convicted
of actually raising insurrection or rebellion in
this state, to suffer death by hanging,
—Convicted of conspiring to raise such insurrection,
&c. to be sentenced to confinement in the penitentiary
not less than 6 nor more than 20 years,
    Every person, his aiders, &c. convicted of kidnapping,
and forcibly or fraudulently carrying, or causing
to be carried out of the state, any free person, or person
entitled to freedom at or after a certain age, &c. or
knowingly arresting or imprisoning such person with
such intent, to be sentenced to confinement in the penitentiary
not less than 2 nor more than 10 years,
    If any negro or mulatto female slave shall be declared
to be free after any given period of service, or at any
stipulated age, or upon the performance of any condition,
or on the event of any contingency, the person
making the will or deed may determine the state and
condition of the issue born during the time of service,
—If not so determined, the condition of the issue
to be that of as slave,
    Directions as to deeds of manumission, sales of servants
for a term of years, &c.
    Punishment of servants for putting quick lime in any
stream of water in Baltimore county to destroy the
fish,
    The board of examiners directed to grant a pilot's license
to a man or colour therein mentioned,
