FINES AND FORFEITURES

            INDEX TO THE LAWS.
 

—On candidates who give or promise any reward at
an election to procure a vote, or keep or suffer any
booth, &c. during the day, where victuals or liquor
shall be given, not exceeding $500,
—On sheriffs not serving copies of warrants on the
judges of elections to fill a vacancy, $10,
—Recovery and application of the fines,
    Fines incurred by debtors not to be discharged under
the provisions of the insolvent law,
    Fines on constables neglecting to return executions,
not exceeding 15s,
—On constables failing to give information against
retailers of spirituous liquors, $10,
—On free negroes or mulattoes emigrating to, or settling
in this state, (after two weeks stay,) for every
week, $10,
—On persons hiring or employing them, for every
day 5 dolls,
—On persons erecting fish dams, &c. in Monocacy,
below the mouth of Pipe creek, £20,
—For hindering the abatement of such nuisances,
£30,
    Guns or other offensive weapons carried by free negroes,
except as allowed by this act, to be forfeited to
the informant,
    Fine on persons anchoring vessels (unless compelled
by stress or weather, &c.) in any fishery on Susquehanna,
or at the head of Chesapeake bay, $20,
—For every hour such vessel remains, $5,
—On maliciously sailing through a seine $20,
—For placing wears, &c. in part of Nanticoke river
in Dorchester county,
—On persons making or renewing insurance against
fire, &c. on behalf of foreigners, &c. $500,
    On officers, &c. neglecting or refusing to make return
of writs of habeas corpus, or to bring the body, &c.
$300, to be forfeited to the prisoner,
    Fine on sheriffs wilfully neglecting to remove persons
sentenced to the penitentiary, $1000,
—One half to the county and the other to the person
suing,
—On persons appointed inspectors of the penitentiary
after acceptance, refusing to serve, $100,
—To be applied to the annual expenses,
—On the keeper, his deputies, &c. obstructing or
resisting the inspectors or any of them, $50, and removal
from office,
    The fine to be applied to the benefit of the penitentiary,
    Fine on the keeper, &c. introducing liquor for sale,
$20,
    Fine on persons insuring or causing to be insured.
any lottery ticket, &c. 30,
—On clerks of the court of appeals and county
courts failing to report annually to the general assembly,
as therein directed, the duration of the terms of
their courts, and the attendance of the judges, $100,
—To be recovered and applied as other fines,
—On persons selling any servant or slave entitled
to freedom after a term of years, &c. to any person
not a bona fide resident, for a year preceding, $500,
—Or selling them for a term longer than they are
bound to serve, for each, $500,
—To be recovered by action of debt, half to the
county, and the other to the party prosecuting,
    Fine on persons destroying the fish in any branch or
creek in Baltimore county, by putting quick lime
therein, $20,
