INDEX TO THE LAWS.
Annapolis to constitute the sixth election
district
in Anne-Arundel county, for the elections therein
mentioned,
The mayor, &c. to hold the elections at such place
as they may appoint, and make returns, which shall
be computed and received by the presiding judges of
the election districts,
Reserves in Annapolis, excepted from
the real estate
that was liable to confiscation, made liable to be taken
up by warrant,
An act to alter and amend the charter,
The corporation to consist of a mayor,
recorder, five
aldermen, and seven common council men,
The elections to be held on the first
Monday in April
and October 1819, and afterwards on the first Monday
in October in every third year, for the mayor, &c.
and
in every year for common council men, by ballot,
The mayor, recorder, and aldermen, or any three
or more, to be judges of the elections, appoint the clerks,
designate the peace, and declare and have recorded the
results,
The election to be kept open as many days as the
elections for delegates to the assembly, &c.
Directions for the qualification of the judges and
clerks,
All persons qualified to be elected delegates to the
assembly for Annapolis, and none others, shall be eligible,
The persons to be chosen in April
1819, directed to
qualify, and the powers of the present mayor, &c.
thereupon
to cease,
Provided that all the officers in commission shall
continue till their successors are qualified,
All obligations to continue binding,
Vacancies by death, &c. of the
mayor to be supplied
by the aldermen and common council men, by election,
by ballot,
Of an alderman, in the same manner, by the board
of aldermen and common council men,
Of a common council man, by election, on a writ
issued by the mayor,
Time of holding the first and future
sessions, and regulations
concerning the corporation,
The mayor, recorder, aldermen and
common council
men, empowered to pass laws and ordinances necessary
for the purposes therein mentioned,
The mayor, recorder, and each alderman,
to have
within the limits, the jurisdiction of a justice of the
peace,
Powers and duties of the mayor as
to officers, accounts,
&c.
Oath or affirmation to be taken by
the mayor, recorder
and aldermen, the judges and clerks of the elections
and all officers,
Manner of collecting taxes,
A survey of the city and additions
to be made,
The mayor may take the acknowledgment
of any
deed or writing, as fully as if taken by any one or two
justices of the peace of Anne-Arundel countyFee allowed,
The mayor, &c. may be ordinance
provide for committing
vagrants, &c.
Limitation of fines to be imposed
and manner of recovery,
The inhabitants, and persons holding
property in the
city, to be competent witnesses in actions arising under
this act, &c. if otherwise competent,
No ordinance to be binding on non-residents
