CHARLES RIDGELY, OF HAMPTON, ESQ. GOVERNOR.

    2.  AND BE IT ENACTED, That the said managers shall pay over
to the regents of said university the proceeds of said lottery or
lotteries, as they arise, who shall, in the first instance, apply such
sum as may be necessary to purchase a complete chemical apparatus,
under the direction of the professor of chemistry in the said
university, for the time being; and said regents shall apply such
further sum as in addition thereto will make fifty thousand dollars,
towards purchasing and procuring apparatus of natural
philosophy, mathematics, mineralogy and botany, and anatomical
preparations; and the residue of the proceeds of sid lottery or
lotteries, shall be applied by said regents for the purpose of extinguishing
the debts of said institution, for the erection of additional
buildings, and for finishing those already erected.

    3.  AND BE IT ENACTED, That before said managers proceed to
sell any tickets, they shall give bond to the state of Maryland, in
the penalty of two hundred thousand dollars, conditioned for their
faithful payment of prizes to be drawn agreeably to the terms and
conditions of said lottery or lotteries, provided such prizes are demanded
within one year after the completion of said lottery or lotteries,
and if not, such prizes shall be considered as relinquished
for the benefit of the institution, and generally for the faithful performance
of the trust reposed in them by this law; which bond
shall be filed in Baltimore county court, and may be sued upon by
and for the use of any person or persons who may be aggrieved in
the premises.

    erecting a Town by the name of Cumberland, at or near the mouth
    of Will's Creek, in Allegany county, and for other purposes.

    1.  BE IT ENACTED, by the General Assembly of Maryland, That 
Roger Perry, William McMahon and John Scott, be and they are
hereby appointed commissioners to lay off, locate, mark, bound
and number, into lots, streets, lanes and alleys, a certain piece or
parcel of land, the property of David Lynn, lying between the
street called Flat-street, in the said town of Cumberland, and the
river, and between the two streets called Chase-street and Smallwood-street;
Provided, that the streets, lanes and alleys, of said
addition, shall always correspond with the streets, lanes and alleys,
of the said town.
Commissioners

    2.  AND BE IT ENACTED, That the said commissioners shall
have power and authority to appoint any person they may think
proper as a surveyor to assist them in laying off said addition.

    3.  AND BE IT ENACTED, That the said commissioners, or a majority
of them, shall have power and authority to alter and change
the street in said town called Flat-street, from its present location
between Chase-street and Smallwood-street, the depth of one
set of lots nearer the river, with the consent of all the owners of
lands and lots on said street or adjoining thereto.

    4.  AND BE IT ENACTED, That the said addition to the town of
Cumberland, when annexed, shall be considered and held as a
part of said town, and enjoy all the privileges and immunities
