                                        CHAP. XXVII.
An Act authorising a Lottery to raise a sum of money for improving
    the Navigation of the Eastern Branch of Potomac River.

Preamble.     WHEREAS, it is represented to this general assembly, by the petition
of sundry inhabitants of the town of Bladensburg, in Prince-George's
county, that they labour under great disadvantages in
trade by reason of obstructions in the Eastern Branch of Potomac
river, and have prayed that a law may pass authorising a lottery to
raise a sum of money, not exceeding two thousand dollars, for the
purpose of improving the navigation of said Eastern Branch of Potomac
river; therefore,
Scheme of a lottery
to be proposed.
--bond to be given.
    2.  BE IT ENACTED, by the General Assembly of Maryland, That
it shall and may be lawful for Henry Joseph Stier, Benjamin Lowndes,
Thomas Dick, Richard Posonby, Patrick Daugherty, William
Bruce and Richard Cramphin, or a majority of them, to propose
a scheme or schemes of a lottery for raising a sum of money,
not exceeding two thousand dollars, and to sell and dispose of the
tickets thereof, provided the said Henry Joseph Stier, Benjamin
Lowndes, Thomas Dick, Richard Posonby, Patrick Daugherty,
William Bruce and Richard Cramphin, (a) or such majority of
them as shall undertake to act under this law, shall, before the sale
or disposal of any ticket or tickets in said lottery, give their bond to
the state of Maryland, in the penalty of five thousand dollars, conditioned
that they will well and truly apply so much of the money
arising therefrom, within six months after the drawing of said lottery
shall commence, as will satisfy the fortunate adventurers for
prizes drawn by them, and after deducting the necessary expenses
incurred in said lottery, shall, within twelve months from the time
the drawing of said lottery shall commence, cause the said Eastern
Branch of Potomac river to be cleared out, and the navigation
thereof improved, in the best manner the sum of money raised by
the said lottery will admit.

    (a)  By 1802, ch. 60, other commissioners were appointed; and others added by
November 1809, ch. 207.

Bond to be recorded
in clerk's office.
    3.  AND BE IT ENACTED, That it shall be the duty of said commissioners,
before they act as such, to lodge such bond in the clerk's
office of Prince-George's county, there to be recorded, and upon
such bond, or any office copy thereof, suit or suits may be instituted 
against the obligors therein, or any of them, or their or any of
their legal representatives, for any breach or non-compliance with
the condition of the same.
