Preservation Foundation in 1991. The Task Force
studied several concerns of the Board of Public
Works: 1) the State's perceived obligation to pur-
chase easements on properties in agricultural pres-
ervation districts; 2) criteria for selection of
properties eligible for easement sale; and 3) meth-
ods for determining easement value.
In June 1991, the Task Force reported its recom-
mendations to the Board of Public Works. Based on
Task Force recommendations, two bills were intro-
duced at the 1992 session of the General Assembly:
House Bill 189, and House Bill 237. Neither bill
was enacted. The Task Force disbanded after the
close of the 1992 legislative session.

In August 1991, the Governor's Task Force on
Alternative Sanctions to Incarceration was created
by the Governor. Considering that some prisoners
might be treated in nontraditional settings, the Task
Force was to recommend how public and private
sector organizations could take part with govern-
ment in programs for prerelease service, probation,
community service, and reintegration and support.
The Task Force was to evaluate how community
service could be made more effective to punish,
deter, restore, repay, or rehabilitate; and how com-
munity-based sanctions could be improved. In ad-
dition, the Task Force was to recommend any new
programs found to be effective in Maryland, or in
other states or countries.
The Task Force submitted its final report to the
Governor in March 1992.

The Governor's Commission on the Future of the
Arts in Maryland was formed by the Governor in
September 1991 to develop and recommend new
measures for increasing awareness of and funding
for the arts. The Commission submitted its final
report to the Governor on January 23, 1992.

The Governor formed the Baltimore/Washington
International Airport Advisory Committee in
March 1993. The Committee charge was to exam-
ine the effect of privatization at BWI Airport in
terms of cost savings, efficiency, marketing effective-
ness, and legal and financial implications.
In a May 1993 report, the Committee did not recom-
mend privatization of the BWI Airport facility or
management. Instead, the Committee proposed that
an accountable public/private authority be estab-
lished to oversee the State's two airports.
In August 1993, the Governor asked the Commit-
tee to examine ways to improve the governance of
BWI Airport. Specifically, the Committee was to
consider: 1) a joint relationship between BWI, Na-
tional and Dulles airports; 2) an independent BWI
