Acts of 1983). In 1985, the Governor gave addi-
tional responsibilities to the Council as a unit within
the Executive Department (Executive Order
01.01.1985.14). In 1987, the Council became part
of the Department of Economic and Employment
Development (Executive Order 01.01.1987.24).
The Council was renamed the Work Force Invest-
ment Board in 1992 (Chapter 412, Acts of 1992).
The Board assumed duties of the State Council on
Vocational-Technical Education in 1993 and began to
serve as Maryland's human resource investment coun-
cil as provided for by the federal Job Training Partner-

ship Act (Chapter 463, Acts of 1993). Later that
year, the Board became an independent agency of
State government (Executive Order
01.01.1993.30). The Board helps plan, coordinate,
and monitor State programs and services for work
force investment in accordance with federal law.
The Board consists of not more than forty mem-
bers appointed by the Governor for initial terms of
from one to three years. The Governor designates
the chairperson, who may not be an elected official
or an employee of State or local government (Code
1957, Art. 100, sec. 121).

replaced by the Governor's Council on HIV (Human

The Commission to Revise the Administrative Pro-
cedure Act was formed by the Governor in August
1991 (Executive Order 01.01.1991.25). The Com-
mission reviewed the Maryland Administrative Proce-
dure Act (Code State Government Article, Title 10).
Enacted in 1957, the law never had been revised to
reflect subsequent changes in the law of evidence,
procedural rules, and the organizational structure of
State government (Chapter 94, Acts of 1957).

The Commission submitted a preliminary report on
September 1,1992, and a final report on December
1,1992, to the Governor. Commission recommen-
dations were embodied in two pieces of legislation
to revise the Administrative Procedure Act: 1)
House Bill 877, concerning contested cases, en-
acted in 1993 (Chapter 59, Acts of 1993); and 2)
House Bill 748, concerning regulations adoption,
failed to pass in 1993.
