The Task Force report of September 1982 noted
significant accomplishments, including the passage
of legislation to recognize the Joint Commission
on Accreditation of Hospital Certification for
State licensure purposes in hospitals. In December
1983, the Task Force submitted its final report.
The Task Force concluded its work in 1984.

The Governor created the Task Force on the
Administration of Human Services in June 1985.
The Task Force reviewed and made recommenda-
tions on issues related to the administration of lo-
cal departments of social services and the funds
they expend.
The Task Force submitted its report in October
1985.

The Governor appointed the Task Force to
Study Independent Salary-Setting Authorities in
September 1985. The Task Force study focused
on those State agencies, commissions, administra-
tions and authorities which, over time, have been
granted independent authority to establish salaries
for their employees. The Task Force reviewed the
reasons for having such independent authorities,
studied their salary-setting practices, and reported
its recommendations to the Governor in February
1986.
The Task Force concluded that while independ-
ent authority may permit more efficient personnel
operations, it does not guarantee that reasonable
efforts will be made to evaluate the effect on all
State positions. The Task Force recommended
that sec. 27 of Article 64A of the Annotated Code
