recommendations for improving the State's cash-
flow, and, in December 1986, it reported on the

In accordance with Joint Resolution no. 7, Acts
of 1985, the Governor established the Commis-
sion on Health Insurance Pooling Mechanisms in
July 1985. The Commission was to study health
insurance coverage available for people who may
be significant underwriting risks. It also was to
consider the feasibility of requiring the State to
implement health insurance pooling mechanisms.

The Commission submitted an interim report in
October 1986, and a final report in December
1986 to the Governor and General Assembly.
