would require independent salary-setting authori-
ties to send proposed salary plan changes to the
Secretary of Personnel for review and comment.
The Task Force additionally acknowledged the
importance of a policy defining independent pay-
setting authority, its necessity, and application.

In accordance with Chapter 787, Acts of 1985,
the Governor created the Task Force on Infra-
structure Financing in August 1985. Infrastruc-
ture is the basic foundation of public services
maintained by local government. Among these
services are streets, sidewalks, curbs, sewer and
water systems, bridges, and public buildings.
The Task Force charge was to make recommen-
dations on the direction, administration, and pro-
gram format of infrastructure financing by the
Community Development Administration of the
Department of Economic and Community Devel-
opment.
The Task Force submitted its final report to the
Governor on August 7, 1986. The Task Force rec-
ommended that debt service payments be made by
local governments in the year due. It also recom-
mended that those payments be backed by a man-
datory pledge of local government State source
revenue. These revenues would be intercepted by
the Comptroller of the Treasury in the fiscal year
following any year of default.
In 1987, some recommendations of the Task
Force were proposed as legislation by Senate Bill
no. 119. The bill, however, was not enacted.

The Liability Insurance Task Force was ap-
pointed by the Governor to recommend solutions
for the problem of skyrocketing increases in the
cost of liability insurance. Created in August
1985, the Task Force was to seek remedies that
would make liability insurance more available and
affordable in Maryland. The entire range of liabili-
ty problems, including those faced by medical
professionals, local governments and private enti-
ties, was to be examined.
In December 1985, the Task Force submitted
its report to the Governor.

In August 1986, the Governor established the
Governor's Oversight Committee on Liability In-
surance. The Committee's charge was to review
recent legislative reforms in the area of liability in-
surance and recommend administrative or legisla-
tive measures to deal with the price and availabili-
ty of insurance coverage in Maryland. The
Committee was to review the status of premium
increases and policy cancellations in the last year;
the rate-selling policies of insurance companies;
and the extent of insurance coverage for State em-
ployees. In addition, the Committee was to con-
sider the feasibility of a catastrophic liability in-
surance fund; recent federal and state legislative
