Located in the Office of the Secretary, the Office
of Policy Analysis and Program Evaluation is
responsible for policy analysis and evaluation re-
quired within the Department. The Office analyzes
and designs department-wide initiatives and con-
ducts technical analyses needed to address depart-
mental, gubernatorial, or legislative concerns. It
provides evaluation and other support services for
policy decisions on direction, policy coordination,
legislative and budget requests, and design of
innovative options and program alternatives. The
Office also is responsible for the Center for Health
Statistics.

The Center for Health Statistics publishes annu-
al vital statistics and population estimates for the
State. To highlight significant trends and findings,
the Center analyzes and reports annually on the
health status of Maryland residents. It provides
statistical analysis to support departmental priori-
ties and specialized statistical advice to programs
on studies and systems development. The Center
publishes annual and special reports on these
topics.

Under Title VII of the federal Civil Rights Act
of 1964, the Office of Community Relations is
responsible for Department minority community
relations activities. It ensures that equal employ-
ment opportunity is provided in accordance with
State and federal directives.

The Office of Hearings provides a central hear-
ing office where persons may appeal administrative
decisions. It assures such persons an independent,
fair, and impartial hearing from which recommen-
dations are made to the Secretary for action. The
Office conducts quasi-judicial hearings affecting all
organizational components of the Department,

local health offices, and various institutions on a
statewide basis.

The Office of Regulations Coordination provides
a central clearinghouse for health regulations.
Here, regulations are reviewed and revised under
the Secretary's authority (Code 1957, Art. 41, sec.
206(k)). The Office provides technical assistance to
the administrative units of the Department.

The Assistant Secretary for Medical Care Pro-
grams plans, directs, and evaluates the State/
federal Medical Assistance Program.
The Medical Assistance Program, also known as
Medicaid, provides access to health care services
for categorically and medically needy residents
throughout Maryland. Health care services include
hospital inpatient and outpatient services, labora-
tory and X-ray services, nursing facility services,
physician services, and home health care services.
Additional health care services are available as
indicated in the Medical Assistance State Plan.
The Program is implemented by the Policy, Com-
pliance, and Operations Administrations.
Health care expenses of the Program are federal-
ly matched on a 50/50 basis for approximately 90
percent of the recipients. For the remaining 10
percent. Program services are funded totally by
State and local funds (Code Health-General Arti-
cle, secs. 15-101 through 15-128).
