By developing and implementing procedures to
monitor and control the delivery of health care
services, the Compliance Administration assures
that Medicaid benefits are effectively used. It
designs computer applications to detect aberrant
practices; administers systems to preauthorize
costly or abused services; and investigates and
refers fraudulent activities for prosecution. By
recovering reimbursements from all liable third
parties, the Administration also ensures that Med-
icaid is the pay or of last resort.
The Administration is organized into four Divi-
sions: Field Investigation, Health Services Review,
Medical Assistance Recoveries, and Special Health
Programs.

The Operations Administration develops and
maintains systems for prompt and accurate reim-
bursement of claims submitted by providers of
health care services. It maintains files of approved
providers of services and of Maryland residents
certified as eligible to receive services through the
Medical Assistance Program. The Administration
also manages the Maryland Pharmacy Assistance
Program. This state-funded program helps pay for
prescriptions, insulin, and certain medical supplies
for low-income families and individuals who are
not eligible for Medicaid.
The Administration consists of four Divisions:
Systems and Support Services, Invoice Processing,
Programs and Liaison, and Medicaid Information
Systems.

The Medical Assistance Advisory Committee
was created for the Medicaid Program by the
Secretary of Health and Mental Hygiene in accor-
dance with sec. 1902 A(22) of the federal Social
Security Act. The Committee advises and consults
with the Assistant Secretary for Medical Care
Programs. Composed of health care provider and
consumer representatives, the Committee is ap-
pointed for three-year terms by the Secretary of
Health and Mental Hygiene. Members serve on
one of several subcommittees, which review pend-
ing legislation, Five-Year Plan objectives, or spe-
cial programs.
