The Office of the Attorney General serves as the
legal advisor to the Secretary and the Department.

Under this office are the divisions concerned
with liaison between the Department and legisla-
tive bodies, both state and federal; media and
public relations; coordination of statewide volun-
teer activities; and appointment of members to
departmental boards and commissions.
DIVISION OF GOVERNMENTAL
RELATIONS

The Division of Governmental Relations con-
ducts legislative liaison between the Department
and the General Assembly, and the U.S. Congress,
and evaluates pending legislation that affects De-
partmental activities. The Division also maintains
pertinent legal data on health legislation and helps
develop, coordinate, and present Departmental
initiatives and responses associated with the legis-
lative process.

The Division directs public affairs activities of
the Department and coordinates them with appro-
priate departmental officials and local health offi-
cers. The Division also arranges special events and
disseminates employee information.
DIVISION OF VOLUNTEER SERVICES

This division develops, directs, coordinates, and
evaluates the Department's forty-four volunteer
services programs statewide. These programs offer
citizens and community groups the opportunity to
aid and enhance the lives of residents of DHMH
centers and of regional community based and
deinstitutionalized clients.
The Division Chief, representing the Depart-
ment's concern for public voluntary action, serves
on the Governor's Task Force for State Volunteers'
Recognition and the Governor's Volunteer Coun-
cil. The Chief also serves as liaison to the Depart-
ment's Council of Auxiliaries, a private, non-profit
service organization.

Nominations and recommendations for member-
ship on Department boards and commissions are
coordinated by this division for approval by the
Secretary of Health and Mental Hygiene and by
the Governor, as appropriate.

The Board of Review was created by Chapter 77,
Acts of 1969. Its seven members are appointed to
three-year terms by the Governor with the advice
and consent of the Senate. The Board makes
recommendations to the Secretary on the operation
and administration of the Department. It also
hears appeals as provided by law (Code
Health-General Article, secs. 2-201 through
2-207).
