108 BALTIMORE COUNTY. [ART. 3.

72. The county commissioners may execute the necessary
deeds or leases for the lots so sold or leased ; and, if leased, they
may sell the ground rents reserved thereon at public or private
sale, as they deem proper, at not less than eight per cent., and
the proceeds of the sales of the said lots, or of the said ground
rents, shall be set apart exclusively to the payment of the entire
debt incurred by the county commissioners in the acquisition of
said estate, and the payment of the expenses of the survey and
sale thereof, and shall be used for no other purpose.

73. When the said debt shall be fully paid out of the proceeds
of said sales, the county commissioners shall thereafter make all
leases of any part of said property made by them special in their
character; that is to say, the said leases shall be irredeemable
and not assignable or convertible by the county commissioners,
but shall specifically be made payable only to the said county com-
missioners and to no other party, so that the said ground rents
shall be forever the exclusive property of the county com-
missioners of Baltimore county, to be held by them for the use
of the people of said county.

74. The income or rents arising from the special leases created
under the preceding section, shall be paid to the county com-
missioners of Baltimore county, or their authorized attorney,
who shall pay the same, when received, to the county commis-
sioners.

75. The county commissioners may appoint an attorney or at-
torneys to make such sales or leases, and shall take from the at-
torney or attorneys, so appointed, ample bonds and security for
the faithful performance of their duties, and may allow them
such compensation for their services as they may deem just.

76. They shall charge the attorney, or attorneys, by them ap-
pointed, with any money received by them in a detailed account
of the funds arising from such special leases, and shall credit
said account with the necessary expenses thereof, and with the
receipts of the county treasurer for the respective amounts paid
to him on such account by them from time to time.

77. In making their annual levy the county commissioners
shall credit said levy with such amounts as they have received
nett from said special ground rent fund, and deduct the same
therefrom; and shall have no power to levy for any greater
