couragernent should he given to capitalists to invest their
money in this State ; and whereas money is a commodity, and
like any other article, is entitled to, and ought to bring its-
full value; therefore,

Be it Resolved by the General Assembly of Maryland, That
the legal rate of interest on money in this State shall be
seven per cent, in the absence of special contracts; and

Be it further resolved, That all Acts or parts of Acts incon-
sistent with this Act, be and the same are hereby repealed :
and,

Be it further resolved, That this Act shall take effect from
and after its passage, but nothing herein shall be so con-
strued as to effect any exisiting contracts.

Which were read.

Mr. Slingluff, Chairman of the Committee on Internal Im-
provements, reported favorably,

A bill entitled an Act amendatory to an Act passed Feb-
ruary 13th, 1862, entitled an Act to incorporate the Balti-
more City Passenger Railway Company.

Which was read a first time.
Also,

The Senate bill entitled an Act to secure the completion of
the Worcester Rail Road.

Which was read a second time and ordered to be engrossed
for a third reading.

Also,

The Senate bill entitled an Act to amend an Act entitled
an Act to amend the Act of 1860, chapter 303, entitled an
Act to carry into effect the 8th section of the Act entitled an
Act for the promotion of Internal Improvements, passed at
the December session, 1835, chapter 395, by applying the
unappropriated part of the appropriation made by said Act
for the purposes of Internal Improvements in Worcester
county, to the construction of the Worcester Rail Road and
the Wicomico and Pocomoke Rail Road,

With proposed amendment,

Said bill being upon a second reading.

Amendments proposed,

Insert after the word Act, in line 7, section 2, the follow-
ing :

Provided, That no part of said sum of ten thousand dol-
