On motion of Mr. Bond, of Baltimore city,

Leave was granted to the Committee on the Library to intro-
duce a bill to amend chapter 55 of Public General Laws, en-
titled "Librarian."

On motion of Mr. Legg,

Leave was granted to the Committee on Corporations to
introduce a bill to promote the construction of the Harrington
and Queenstown Rail Road.

On motion of Mr. Dutrow,

Leave was granted to the Committee on Corporations to
report a bill to amend the Act of 1857, chapter 347, entitled
an Act to incorporate the Horse Thief Detective and Live
Stock Insurance Company of Buckeystown, by giving the
corporation the privilege and power of a fire insurance com-
pany.

On motion of Mr. Markland,

Leave was granted to the Committee on Corporations to
report a bill to incorporate the Baltimore Dry Dock and
Warehouse Company.

On motion of Mr. Dutrow,

Leave was granted to the Committee on the Judiciary to
report a bill entitled an Act to legalize a deed from Wm.
G. Baker, administrator.

On motion of Mr. Sanner,

Leave was granted to the Committee on Federal Relations
to introduce a bill to establish the rate of towage in the
waters of Chesapeake bay and the Patapsco river.

On motion of Mr. Clark,

Leave was granted to Messrs. Clark, Jones and Montague
to report a bill to authorize the Commissioners of Howard
county to take stock in the turnpike roads of said county.

On motion of Mr. Touchstone,

Leave was granted to the Cecil and Harford delegations
to report a bill to repeal certain portions of the Act entitled
an Act to incorporate the Cecil and Harford counties Boom
Company, passed at the January session, 1867, chapter
194.

Mr. Montague submitted the following joint resolutions:

Whereas, a large amount of capital is sent from this State
for Investment in consequence of the liberality of the laws of
other States in reference to interest; and whereas, all en-
