amount that would be demanded that every student within

the State of Maryland have spent on him, and I am almost

3

certain that in dollars and cents the demand when we talk

4

about equal educational opportunity would be no more dol-

5

lars be spent on one child than another. I think the

6

educational system ought to be free to determine what

7

each child needs in order to achieve his maximum poten-

8

tial capacity, and then spend the dollars in that way. It

9

means you may have to spend a thousand dollars on one

10

child, or series of children in certain economic or

11

cultural levels, you may have to spend five hundred on others

12

but I think this ought to be freedom without reference to

13

the misleading phrase such as equal educational opportunity

14

in the Constitution.

This past June I had the good fortune of spend-

16

ing ten days, including working Sundays and evenings in a

17

workshop comprised of educators from all parts of the

18

country; and one of the things we dealt with was the ques-

19

tion of educational disadvantages, and it became quite

20

clear in that workshop that one thing that the educational

21

systems throughout the United Stated failed to do was to
