think really the Committee was honorable in its intent;

but I think it is misguided.

It may seem a little bit unusual for me to

5

stand here and speak against reference to equal education

6

and opportunity. However, as I see it, the use of the

7

phrase, equal educational opportunity is a misnomer, and

8

it is misleading in its ultimate impact.

Everyindividual, at least allegedly, is born

10

with an equal right to the opportunitystructure of our

11

society. However, culture, environment, life's circum-

12

stances with which individuals are confronted because im-

13

balances or varying levels of readiness to engage in a formal

14

educational program. Head start programs funded by the

15

Federal government emerge from the recognition of the

16

above, are for the many seasoned teachers we have here you

17

are certainly aware of the intelligence tests, et cetera,

18

to determine the varying levels of readiness and capabil-

19

ities that you have among your students; and I would sug-

20

gest that we talk about equal educational opportunity.

I can only think of dollars and cents and the
