minute to Delegate Bamberger .

DELEGATE BAMBERGER: Mr. Chairman, I rise in

opposition to the amendment because I am concerned that

9

those who speak for the amendment speak for the deletion

10

of Section 2, because either of their inability to con-

11

strue it or because of the construction which they put

12

upon it .

I would suggest to the members of this Committee

14

that before you vote upon this, you read the construction

15

of the amendment which appears on pages 3 and 4 of the

16

Majority Report. It does not speak in terms of the input

17

to a system, in terms of dollars spent in the education

18

of a child. It speaks in terms of the output.

19

As I understand the intent, it is that there

20

shall be a system of education which is equal in that it

21

may take one child from a cultural idea privileged
