shall invite sealed proposals, by advertisement for a reasonable
time in two of the daily newspapers of Baltimore City, for
the construction and completion of said building and the
heating of the same, which proposals shall be sent in sealed
envelopes, in care of the Governor of the State, addressed to
said Building Commission, and shall be publicly opened by
said Commission on the day named in said advertisement;
said proposals shall set forth the amount of money for which
the party, or parties, proposing will complete the building
according to the plans and specifications, and the time or
times at which payment therefor shall be made, and the time

when said building will be completed; and the said Building
Commission shall award the contract to the lowest responsible
bidder, or bidders, upon such bidder, or bidders, giving
bond to the State of Maryland in such penalty as said Build-
ing Commission shall determine conditioned for the faithful
discharge of the contract entered into, which bond shall be
liable at the suit of the State of Maryland for the violation of
its conditions, and said Building Commission is hereby
authorized and required to employ a skillful and competent
architect, under whose control said plans and specifications
shall be made, and under whose control and supervision, as to
workmanship, said building shall be erected, and said Building
Commission shall also in like manner determine upon proper
means of heating and of furnishing said building and the

several offices thereof, and shall at such, time as said Commis-
sion may deem proper, advertise for proposals for furnishing
the necessary heating apparatus for said building, and in like
manner for the necessary furniture for furnishing said build-
ing and the several offices thereof, and shall award said con-
tract to the lowest responsible bidders, who shall give bond
for the faithful performance of their contracts as required to
be given by the contractor for the erection of said building in
such penalty as said Commission shall determine.

SEC. 4. And be it enacted, That if said Building Commis-
sion cannot from any cause agree with the owner or owners
of the lot of land necessary for the erection of said building
as to price to be paid for the same, or if said owner or owners
cannot give legal title to same, then the said Commission
is hereby authorized to proceed to and to condemn the said
land in manner as provided by the Code of Public General
Laws of the State of Maryland, Article 23, title "Corpora-
tions," and all rights, powers and privileges conferred by
said Article upon the corporations therein mentioned relating
to the condemnation of land is hereby expressly conferred
and vested in said Building Commission.
