On motion of Mr. Putzel,
Said bill was referred to the Committee on Judicial
Proceedings.

Also, without recommendation,
Senate bill No. 109, entitled "An Act to incorporate
the Maryland Automobile and Manufacturing Cympany."
AMENDMENT PROPOSED.

By Mr. Moses,
At the end of "Section 7” of the bill, add the follow-
ing:
"Provided, however, that the company shall not erect
any poles nor construct any conduits in the city of Balti-
more, without the consent of the Mayor and City Coun-
cil first had and obtained by the passage of an ordinance
giving said consent; and if said consent is given, the
said, company shall pay to the Mayor and City Council of
Baltimore, nine per centum. of the gross receipts
of the company from the carriage of passengers by
the said company; and provided, further, that the
company shall not use the tracks of the street car
companies of Baltimore city without compensating said
companies for such use at a rate to be agreed upon by
said companies and the company hereby incorporated."

The bill was read a second time and ordered to be
engrossed for a third reading.
Mr. Williams, of Harford, moved that the Rules be
suspended and that the Senate reconsider its action by
which the unfavorable report by the Committee on Ju-
dicial Proceedings on
Senate bill No. 131 entitled ‘An Act to add a new sec-
tion to the Code of Public General Laws of Maryland,
Article 27, entitled 'Crimes and Punishments,' sub-title
‘Cruelty to Animals,' providing for the destruction of
abandoned animals."
Was adopted.
The Rules were suspended (two-thirds of all the Sena-
tors voting in the affirmative) by yeas and nays as fol-
lows:
