The Compact regulates the interstate movement of juveniles who are under court supervision or have run away to another state. Administration of the Compact is overseen by the Interstate Commission for Juveniles, which promulgates rules governing the movement of juveniles. The Commission monitors compliance with such rules to protect both the safety of affected juveniles and the public (Code Human Services Article, secs. 9-301 through 9-314).
Throughout the United States, the Compact is a contract that has been adopted as law. Every state and two territories have joined the Compact. Consequently, all state and local officials legally are bound to honor and enforce its terms.
The Compact provides requirements for supervision and return of juveniles who are on probation, parole, or other supervision, or have escaped to another state; have run away from home and left their state of residence; or have been accused of an offense in another state.
