Born in Salisbury, Maryland. Attended Wicomico Senior High School, Salisbury, Maryland; University of Maryland Law Enforcement Institute; F.B.I. National Academy. Served in U.S. Air Force, 1957-64, and Air Force Reserve. State Trooper, Maryland State Police, Barrack E, 1965-74. Co-owner, Nelms & Kelly Auto Tech, Inc., 1974-80. Active duty, U.S. Air Force Reserve, 1980-81, 1990-91 (Operation Desert Shield/Desert Storm; U.S. Air Force Aerial Achievement Medal). Member, Maryland Sheriffs' Association, 1985- (president, 1993-94; 1st vice-president, 1991-93); National Sheriffs' Association; Maryland Chiefs of Police Association; International Association of Chiefs of Police. Board of Directors, Eastern Shore Police Training Academy. Member, American Legion Post no. 64; Delmar Veterans of Foreign Wars, Post no. 8276; Moose Lodge no. 654. Past president, West Salisbury Little League.
