Graduate studies, San Francisco State College, 1956-57; The American University, M.A. (public relations), 1965; University of Maryland, 1966-67. Attorney (retired, 1993). Professor, School of Journalism, University of Maryland 1960-68. Member, National Republican Committee, 1976-78. Executive Vice-President and general counsel, Associated Builders and Contractors, Washington, DC, 1977-78. Consultant, Federal Emergency Management Agency, 1982-. Teacher (public policy), Emergency Management Institute; National Fire Academy. Teacher (legislative process), Brookings Institution; Georgetown University. Delegate, Republican Party National Convention, 1964, 1968, 1972, 1976, 1980. Author, Legal Aspects of the Fire Service (1995); and The Osage Indian Murders (1998). Editor, Finally Heard: Heroines of the Uncivil War (1997); and Terrorism: Defensive Strategies for Individuals, Companies, and Governments (2001). Married, six children, eleven grandchildren, ten great-grandchildren. Died in Annapolis, Maryland, April 20, 2017.
