On December 15, 2000, the Chief Judge of the Court of Appeals established the Conference of Circuit Court Administrators, which includes the circuit court administrator from each county and Baltimore City. By Administrative Order of September 28, 2015, the Chief Judge of the Court of Appeals reconstituted the Conference.

Meeting quarterly, the Conference considers the operation, management, and leadership of the circuit courts. It recommends legislative and policy changes or improvements to the Chief Justice of the Supreme Court of Maryland, the Judicial Council, the Conference of Circuit Judges, the State Court Administrator, and the Conference of Circuit Court Clerks. The Conference of Circuit Court Administrators also assists the Chief Justice of the Supreme Court of Maryland in preparing the annual Judiciary budget (as it pertains to grants); fiscal impact studies; and other program performance reports.
